Hari Kamis, 5 Mei 2011, bertempat di Patra Jasa Hotel dilaksanakan Sosialisasi Perbup Nomor 3a tahun 2010 tentang Tatacara Penatausaha dan Penyusunan Laporan Pertanggung Jawaban Bendahara serta Penyampaiannya, yang dibuka secara langsung oleh Sekda Kabupaten Cirebon, Drs. H. Zainal Abidin Rusamsi, MM.
Pelaksanaan sosialisasi tersebut dilaksanakan selama dua hari dengan peserta hari pertama diisi oleh seluruh OPD di lingkungan Pemerintah Kabupaten Cirebon, sementara untuk hari kedua diikuti oleh seluruh bendahara yang ada di kantor dan kecamatan se-Kabupaten Cirebon.
Pada kesempatan tersebut, Ketua Panitia Penyelenggara, bapak Hadi mengatakan bahwa tujuan utama dari penyelenggaraan sosialisasi tersebut adalah untuk meningkatkan sumber daya manusia yang handal dan bertanggung jawab khususnya pada Anggaran Belanja Negara, yang disesuaikan dengan Perbup No. 3a tahun 2010. Adapun pemberian materi disampaikan oleh tim audit dari Kabupaten Cirebon.
Drs. H. Zainal Abidin Rusamsi, MM dalam sambutannya menyatakan bahwa pembangunan yang dilaksanakan sekarang tentunya tidak lepas dari pertanggung jawaban terhadap setiap mata anggaran, yang tentunya ini semua akan bergantung pada kejelian dan ketelitian dari para bendahara, dimana setiap mata anggaran tentunya kita harus pertanggung jawabkan dengan bukti penggunaaanya. Untuk hal tersebut, pada Perbub No. 3a tahun 2010 telah tertulis tentang bagaimana dan harus bagaimana seorang pemegang mata anggaran dapat membuktikan dan mempertanggungjawabkan anggaran yang akan dipergunakan, sehingga nanti pada waktu tim audit maupun yang bersangkutan dengan keuangan akan mudah mengaksesnya. “Saya ingatkan kepada pengguna anggaran agar selalu mencatat dan melihat DPA sehingga kita semua tidak terjebak pada orang orang yang tidak bertanggung jawab”, ujarnya.
Sekda juga mengharapkan agar para bendahara dapat menerima dan memegang amanah dengan baik sehingga setiap mata anggaran bisa dipertanggung jawabkan secara benar dan sesuai dengan perundang-undangan yang berlaku.
