Dalam rangka penggalangan massa dan pengenalan program dari pasangan Cabup dan Cawabup Lufti-Arimbi tanggal 28 September 2013 bertempat di eks terminal Weru dilaksanakan kampanye terbuka pasangan No. 3 dan diikuti oleh simpatisan pasangan, ketua partai PKB dan anggotanya.
Dalam kegiatan kampanye tersebut pasangan nomor 3 terlebih dahulu melaksanakan kampanye simpatis di Desa Beringin Kecamatan Ciwaringin dengan tujuan meminta dukungan pencalonannya serta melihat keadaan masyarakat desa tersebut secara nyata.
Kegiatan kampanye terbuka dihadiri oleh Panwaslu, KPU, Ketua partai PKB, Garda bangsa, Banser serta simpatisan dan pendukung pasangan no 3.
Pada kesempatan tersebut Cawabub pasangan nomor 3, Ratu Raja Arimbi, ST meminta doa restu untuk pasangan godong jati dan jika terpilih menjadi Bupati dan Wakil Bupati akan bertindak adil serta meningkatkan taraf kehidupan masyarakat Cirebon.
Sedangkan Cabup pasangan No. 3 Lutfi, ST mengatakan berbagai program prioritasnya adalah sebagai berikut :
- Peningkatan pertumbuhan ekonomi
- Meningkatkan akses dan pemerataan kualitas pendidikan dan pelayanan kesehatan.
- Meningkatkan pembangunan infrastruktur dasar guna mendorong peningkatan ekonomi masyarakat.
- Meningkatan ketahanan pangan melalui revitalisasi pertanian, peternakan, perkebunan dan perikanan serta kelautan.
- Pengembangan ekonomi kreatif kebudayaan, pariwisata dan inovasi teknologi tepat guna. Peningkatan tatakelola pemerintahan serta pemantapan keamanan dan ketertiban masyarakat yang agamais.
Kegiatan tersebut dilanjutkan dengan peragaan pencoblosan dan hiburan.
