Bangunan Liar di Saluran Induk Kedungdalem Menjamur
SUMBER – Maraknya bangunan liar (bangli) di sepanjang saluran induk Kedungdalem, Jalan Pangeran Cakrabuana, Desa Comberan, Kecamatan Talun membuat anggota dewan berang. Dewan pun berencana memanggil Dinas Pengelolaan Sumber Daya Air dan Pertambangan (DSDAP)  terkait hal tersebut.
Menurut Ketua Komisi 3, Bejo Kasiyono mengaku baru mengetahui adanya bangunan liar di sepanjang sungai tersebut. Terlebih, masyarakat yang memiliki bangunan itu harus membayar sejumlah uang atas. Untuk itu, pihaknya akan segera memanggil Dinas PSDAP terkait hal tersebut. “Itu jelas menyalahi aturan, kami akan panggil mereka (PSDAP) dalam waktu dekat ini,” janjinya kepada Radar, kemarin. Dikatakan, tanah sempadan sungai dan irigasi bukan tanah warga, tetapi dalam hal ini semua pihak harus saling mengingatkan. Namun, Bejo enggan membenturkan masyarakat yang memiliki bangunan liar dengan petugas Satpol PP. Selain itu, ia mengaku memiliki surat pernyataan dari para pemilik bangunan liar, di mana siap dibongkar jika melanggar aturan hukum yang berlaku. “Surat pernyataan itu dibuat diatas materai, saya punya suratnya,” terang politisi PDIP ini.
Bejo mengharapkan pemilik bangunan liar di atas sungai Kedungdalem dan daerah aliran sungai maupun irigasi lainnya, agar dengan kesadaran sendiri membongkarnya. “Kita akan musyawarahkan itu bersama dinas terkait (PSDAP) dan masyarakat, karena ini menyangkut kepentingan masyarakat luas,” ujarnya.
Sementara anggota komisi 3 lainnya, Ujang Sawita mengatakan pembayaran atau pungutan uang terhadap pemilik bangunan liar di atas sungai Kedungdalem merupakan pelanggaran. “Kalau benar PSDAP memungut uang, itu tidak dibenarkan dan melanggar aturan Perda maupun UU,” tegasnya.
Menurutnya, Dinas PSDAP dan dinas terkait lainnya harus melarang adanya bangunan di sepanjang aliran sungai. Ia mengharapkan sesuai aturan Perda dan UU, jangan sampai ada bangunan liar di atas sempadan sungai maupun irigasi. Pasalnya, hal itu akan dapat menimbulkan permasalahan yang merugikan masyarakat seperti banjir. “Jangan sampai ada bangunan liar di sepanjang jalan irigasi, ini demi menjalankan fungsi pengawasan,” bebernya.
Sementara itu, Kepala Dinas PSDAP, Suroso maupun Kabid Irigasi Baban belum bisa dikonfirmasi. Saat dihubungi teleponnya tidak aktif dan di sms  juga tidak membalas.
Seperti diberitakan sebelumnya, salah seorang pemilik bangunan liar, Saman, menyatakan bulan Februari, dirinya sudah mendapat surat teguran dari Dinas Pengairan (PSDAP) untuk tidak mendirikan bangunan di atas saluran. “Sudah empat tahun, baru sebulan kemarin mendapat surat teguran. Saya berharap, kalaupun ada penertiban, tidak dalam waktu dekat,” ungkapnya.
Sementara pedagang pecel lele yang enggan disebut namanya mengaku mendapat izin dari PU. Setiap tahun ia harus membayar Rp300 ribu untuk memperpanjang kontrak. “Perizinan awalnya mahal Rp1.300.000,” ujarnya.   (ysf)
