M.Si memimpin apel Peringatan Hari Ulang Tahun Pramuka ke-53 tingkat Kabupaten Cirebon Tahun 2014 yang dilaksanakan di Lapangan Ranggajati Sumber, Kamis (14/08) dengan mengusung tema “Mantapkan Pembentukan Karakter Kaum Muda melalui Gugusdepan Terakreditasi”,.
Dalam amanat Pimpinan Kwartir Nasional Gerakan Pramuka yang dibacakan Bupati Cirebon menyampaikan ucapan “Selamat Hari Pramuka ke 53-kepada segenap keluarga besar Gerakan Pramuka di manapun berada. Semoga peringatan Hari Pramuka kali ini dapat mendorong perkembangan dan kemandirian Gerakan Pramuka untuk mempercepat keberhasilan dalam upaya pembentukan karakter kaum muda sebagai calon pemimpin bangsa yang lebih handal dan lebih baik pada masa depan.
Bupati juga menyampaikan bahwa pada saat ini, kaum muda dihadapkan pada dua masalah besar yaitu yang berkaitan dengan masalah sosial dan masalah kebangsaan. Masalah sosial meliputi penggunaan NAPZA dan obat terlarang; hubungan seksual pra-nikah dan aborsi yang disebabkan pergaulan bebas; perkelahian, tawuran dan kekerasan, serta kriminalitas remaja. Sedangkan masalah kebangsaan meliputi antara lain solidaritas sosial rendah; semangat kebangsaan rendah; semangat bela negara rendah; dan semangat persatuan dan kesatuan rendah.
Hampir setiap hari mass media cetak dan elektronik memberitakan bahwa gambaran kaum muda masih mengalami tingginya angka putus sekolah; sulitnya mendapatkan pekerjaan karena terbatasnya ketrampilan yang dimiliki; rendahnya rasa hormat kaum muda kepada orang yang lebih tua dan para guru; perubahan gaya hidup yang menjurus pada perilaku tidak sehat, meningkatnya perilaku merokok pada usia muda. Permasalahan ini tentu saja sangat memprihatinkan kita semua. Untuk kepentingan bangsa dan negara pada masa depan, berbagai masalah dan atau tantangan yang dihadapi tersebut, tentu saja harus segera dapat ditanggulangi. Disinilah menjadi penting peranan Gerakan Pramuka sebagai lembaga pendidikan non formal yang tujuan utamanya adalah untuk membentuk kaum muda berkarakter, menanamkan semangat kebangsaan, dan meningkatkan keterampilan.
Dalam kurun satu dasawarsa dapat dicatat 3 (tiga) moment penting perkembangan Gerakan Pramuka yaitu pertama, Bapak Presiden RI telah mencanangkan kembali Revitalisasi Pramuka pada Hari Pramuka tahun 2006 yang saat ini tampak keberhasilannya dengan semakin marak kegiatan kepramukaan di berbagai daerah; kedua, terbitnya Undang-Undang Nomor 12 tahun 2010 tentang Gerakan Pramuka yang memperkuat legalitas Pramuka di negeri ini. Dengan telah terbitnya Undang-Undang tersebut maka pelaksanaan pendidikan kepramukaan pada saat ini tidak lagi hanya sekedar mengisi masa senggang kaum muda dengan berbagai kegiatan yang positif, akan tetapi telah meningkat menjadi kewajiban setiap warga negara untuk mengimplementasikannya; dan ketiga, masuknya pendidikan kepramukaan ke dalam kurikulum 2013 sebagai ekstra kurikuler wajib yang mulai diberlakukan pada bulan Juli 2014 ini.
Pada kesempatan yang berbahagia ini, perkenankanlah pula saya mengajak kakak-kakak anggota dewasa Gerakan Pramuka untuk lebih merapatkan barisan dan menyatukan gerak langkah untuk percepatan dalam pembentukan karakter kaum muda Indonesia. Pada kesempatan memperingati Hari Pramuka ke-53 ini perkenankanlah saya atas nama Kwartir Nasional Gerakan Pramuka mengucapkan terima kasih kepada semua pihak yang telah banyak memberikan bantuan bagi perkembangan dan kemajuan Gerakan Pramuka.
Kepada para Pimpinan Kwartir Daerah, Kwartir Cabang, Kwartir Ranting Gerakan Pramuka dan para Pembina Pramuka di seluruh Indonesia, saya menghimbau untuk kiranya kita dapat secara bersama-sama meningkatkan kualitas gugus depan sebagai wahana pendidikan karakter bangsa. Tema Hari Pramuka ke-53 tahun ini adalah “Mantapkan Pembentukan Karakter Kaum Muda Melalui Gugusdepan Terakreditasi” menyatakan bahwa komitmen Gerakan Pramuka sangat tinggi terhadap pembentukan karakter bangsa yang lebih baik.
Setelah memberikan sambutan, Bupati Cirebon menyematkan penganugrahan tanda penghargaan lencana panca warsa kepada sejumlah anggota Mabicab Kab. Cirebon.
HUT Pramuka ke- 53 kali ini pun dimeriahkan lomba tali temali untuk membuat tiang bendera agar berdiri tegak tanpa patok oleh adik-adik Pramuka Penggalang dari tingkat SMP dengan iringan Drum Band anak-anak SD.
HUT Pramuka ke- 53 diikuti oleh gerakan pramuka dari pelajar SMP dan SMA serta dihadiri Wakil Bupati Cirebon H. Tasiya Soemadi, Muspida, Kepala Dinas Pendidikan Kab. Cirebon, Kepala OPD dan para guru Pembina gerakan pramuka dan undangan lainnya.
